(1) Vendor needs to provide client assistance for re–employment and economic support system modernization study service including a recommendation for modernization of the system based on the state’s desired future state outcomes to the government authority located in Wisconsin.• Efficient Total Cost of Ownership (TCO):o Long–term cost visibility including licensing, support, maintenance, and upgrade cycles to avoid unexpected budget issues.o Availability of skill sets necessary to support the system.• Costs and requirements of the modernization effort:o Estimate the time and resources needed to move, redesign, or replace outdated system components.o Migration/Implementation plan, including options for a phased roll out, allowing the old system to function during the transition if needed, and avoid major disruptions to daily work.• Scalability, High Availability and Disaster recovery:o The system must be able to handle different levels of usage from multiple programs and users without compromising speed or performance. The system must include built–in tools for proactive performance monitoring and issue resolution.o Maximum availability for business–critical functions at reasonable costs.o Modular design that allows for independent restoration of services.o The system must provide a reasonable return–to–operations plan with recommendations for best practices(2) All question must be submitted no later than September 25, 2026.
