RFP #WMARC-492 - GEOTECHNICAL, GEOLOGICAL AND CONSTRUCTION QA/QC SERVICES

The County of Riverside Purchasing Department on behalf of the Riverside County Department of Waste Resources is seeking proposals from competent parties qualified in providing Geological, Geotechnical, and Construction Quality Assurance and Quality Control services for an upcoming project referred to as “Phase 2, Stage 2 (P2S2) Liner Expansion Project, at the Badlands Sanitary Landfill” (Project). The Project will expand the size of the disposal area at the Badlands Sanitary Landfill (Site) by approximately 23 acres, in accordance with the requirements of Title 27 of the California Code of Regulations (CCR), and Subtitle D of the Code of Federal Regulations (CFR). In addition to the lined area, Waste Resources is constructing two (2) earthen stockpiles. The Cycle Park stockpile, located north of the existing Phase 2 Stage 1 (P2S1) area is adjacent to a failing earthen stockpile referred to as the Reduced Cycle Park Stockpile 1 (RCPS1), which was constructed during the P2S1 Liner Expansion Project. Construction on RCPS1 ceased in December 2023 and RCPS1 moved along the failure surface over the next year. Due to the proximity to the Cycle Park Stockpile and the hazard RCPS1 poses to the road that runs adjacent along RCPS1, analysis of the slope failure and stability recommendations are included in the scope of this RFP. Waste Resources engineering staff are responsible for coordinating all project tasks including the preparation of project designs and Construction Contract Documents. Upon receiving and evaluating proposals, County reserves the right to award Services A-C (together) and Service D as separate contracts to different Consultants, or as one (1) contract to a single Consultant. To that end, each proposal must be completed so that the various services may be reviewed independently. The Consultant shall comply with all applicable requirements of the California Labor Code. General prevailing wage is required in this project in accordance with the California Labor Code for Public Works Projects (commencing with Section 1720). General prevailing wage determinations shall be pursuant to California Labor Code part 7, chapter 1, article 2, sections 1770, 1773, and1773.1.
