Vendor needs to provide learning experience platform. – The platform will form the foundation of a modern, integrated learning ecosystem aligned with agency People Development Strategy (2026–2029), enabling a shift from fragmented, compliance–driven learning towards a skills–based, data–driven, and user–centric learning experience that builds the skills of agency workforce as well as external stakeholders. – The new platform aims to consolidate these efforts into a single, scalable solution that enhances accessibility, efficiency, and effectiveness of learning and capacity development across the organization while enabling real–time tracking of skillsets and development. • The contractor is expected to provide a Learning Experience Platform (LXP) with integrated LMS capabilities, including: • Design, configuration, and deployment of a scalable digital learning platform • Support for structured learning and personalized learning journeys • AI–enabled features supporting content recommendations, skills development, and adaptive learning Aggregation of learning content from internal and external sources • Functionality to support social learning, communities of practice, and user–generated content • Integrated mentoring and coaching capabilities, including mentor–mentee matching and tracking • Analytics and reporting tools to track participation, learning outcomes, and skills development • Ongoing technical support, maintenance, and platform updates
