(1) Vendor needs to provide substance use prevention and early intervention service to the government authority located in Toms River, NJ. – To resolve all opioid litigation brought by States and local governmental entities against distributors and manufacturers of opioid pharmaceutical products• increase protective factors and reduce risk factors • address all forms of drug abuse including underage use, illegal drugs, and the inappropriate use of legally obtained substances, prescription medications or over–the–counter drugs • address the type of drug abuse problem in the local community, target modifiable risk factors, and strengthen identified protective factors • address risks specific to population or audience characteristics, such as age, gender, and ethnicity, to improve program effectiveness • employ interactive techniques • deliver consistent, community–wide messages • be delivered at key transition points • may pair two or more effective programs, such as a family–based and a school–based program • adapted to local norms and culture, but retains core elements of the original research–based intervention, including structure, content, and delivery • long–term with repeated interventions (i.e., booster programs) to reinforce the original prevention goals • may include teacher training on good classroom management practices– The early intervention components should aim to outreach and engage youth and young adults at risk of substance use disorder, provide screening and assessment, and facilitate linkage to the appropriate clinical level of care for the individual and family as needed.(2) All questions must be submitted no later than October 21, 2026.
