Description

(1) Vendor needs to provide cloud–based energy and utility management software. – Provide a secure, cloud–based energy and utility management software solution. – The solution shall centralize utility account information, automate utility bill collection and data entry, track utility consumption and costs, identify billing irregularities, and provide reporting and analytical tools for agency.• Solution shall be a fully hosted, cloud–based software–as–a–service system accessible through commonly used web browsers. • Provide a centralized database for managing the agency’s utility accounts, meters, facilities, bills, consumption, costs, and supporting documentation.• The solution shall allow authorized agency personnel to add, modify, deactivate, search, and retrieve facilities, accounts, meters, utility providers, and related records.• The solution shall support multiple users and role–based access permissions.• The solution shall maintain a complete audit trail of system activity, including data entry, corrections, approvals, and user actions. • Utility bill capture and processing: Provide automated utility bill capture, upload, and processing capabilities.– The solution shall accept utility bills and related data in commonly used formats, including PDF, TIFF, JPG, XLS, CSV, TXT, and electronic utility–provider files.• Utility bill auditing: Automatically audit utility bills upon entry or import.– The solution shall allow agency personnel to review, document, resolve, and track identified exceptions.• Energy and utility management: Track historical utility consumption, demand, cost, and unit cost by facility, meter, account, and utility type.– Provide monthly, annual, and multi–year comparisons of utility consumption and cost.• Reporting and dashboards: provide configurable dashboards displaying utility consumption, cost, demand, trends, exceptions, and other performance indicators.• Accounting and data integration: Solution shall support the export of approved utility bill information for use with the agency’s financial or accounts payable system.– Prevent the duplicate export of previously processed utility bills or provide controls that identify and prevent duplicate transactions.• Data migration: Migrate the agency’s existing data into the proposed solution.• Information security and system availability:– Employ commercially reasonable administrative, physical, and technical safeguards to protect agency data.– Provide role–based permissions and secure user authentication.– Perform routine backups and maintain documented disaster–recovery and business–continuity procedures.• Implementation and training: provide training for system administrators and end users.– Training shall include bill processing, exception management, reporting, system administration, and routine system use.• Maintenance and technical support: Provide ongoing system maintenance, security updates, upgrades, and technical support throughout the contract.(2) All the questions must be submitted no later than September 9, 2026. (3) The contract period will be for three years.
