The City of Tucson invites proposals from qualified firms to develop and administer both entry-level and promotional testing processes for the Tucson Police Department (TPD). The selected Offeror must design, implement, and facilitate valid and legally defensible testing processes that align with industry best practices, departmental needs, and applicable federal, state, and local regulations. The City seeks proposals that emphasize fairness, validity, and alignment with TPD’s operational goals while ensuring a rigorous and equitable selection process for all candidates. The City of Tucson is seeking proposals from qualified Offerors to provide a test specifically developed, tested, validated, and normed nationally and regionally for the entry-level hiring processes of Police Officer Recruit (POR) and Professional Staff Investigator (PSI) positions. The successful Offeror shall also perform a job analysis to identify the essential knowledge, skills, and abilities required for both positions and ensure alignment between the job analysis findings and the components of the test. Interested Offerors should submit proposals addressing one or more of the identified sections. Each response must include: A detailed approach to job analysis, test development, and validation. Proposed methods for ensuring fairness, transparency, and legal compliance. Demonstrated experience in law enforcement testing and assessment center facilitation.
