Vendor needs to provide housing development suitability analysis services to the government authority located in Mahoning, OH.• The purpose of the analysis is to support the development of housing in the region that meets the future needs and demands to realize sustainable and equitable residential growth.• The selected consultant will be commissioned to complete a development analysis with a focus on building an actionable development strategy based on market demand.1. Market demand analysis:– This will identify the types of housing in demand, the number of units needed, and the price points that the region can sustain while being profitable to build.– This will consider sale and rental housing demands and the mismatch between existing housing types and the demand to guide the future development of housing products in the region.2. Assessment of development constraints:– This should include the availability of utilities such as wastewater, water, electric, gas, fiber, et. al., and an environmental analysis including wetlands, endangered species, archaeological and historical sites.– Eastgate will provide all data already collected and in any existing plan including wastewater GIS, population, demographic and housing data from the housing strategy, and utility data they already have.3. Analysis and inventory of vacant and underutilized land:– This should include vacant and infill properties, as well as commercial areas where housing could be incorporated.4. Creation of a development suitability analysis:– This analysis should identify housing opportunity areas suitable for residential development.– For residential development, the analysis should specify what type of residential development is suitable for which locations such as single family, missing middle housing, townhouses, condominiums, mixed–use, multi–family, and large developments.
