(1) Vendor needs to provide GIS strategic plan development services.– The plan shall include the following major components:– Current–state assessment of existing GIS infrastructure, systems, datasets, and organizational capabilities.– Stakeholder engagement and documentation of departmental GIS needs and objectives.– Strategic vision and goals aligned with city priorities.– Technology and architecture recommendations.– Data governance, standards, and management recommendations.– Systems integration and application recommendations.– Workforce development and training strategy.– Phased implementation roadmap covering five fiscal years.– Governance framework and performance monitoring mechanisms.(2) All the questions must be submitted no later than August 5, 2026.
