Beulah Road Realignment

Description

The Escambia County Engineering Department, in collaboration with the Escambia County Solid Waste Division, requests 100% construction plans to be developed for a minimum 80’ R/W roadway alignment for a new Beulah Road that will be re-located from the current location eastward toward the boundary of the Perdido Landfill Property. A location sketch is attached showing the desired location (orange and red alignments) and project limits. The A&E will work closely with the Solid Waste Division and engineering firm designing and permitting a new landfill cell in the location of the current alignment of Beulah Road. Wetland permitting will be conducted under one (1) permit for the new cell and roadway. This effort will require coordination between both engineering firms but will be executed by the Solid Waste consultant. Coordination will include the specific alignment location, drainage considerations, and the siting of proposed retention ponds. There will also be a level of coordination with FDOT regarding the future Beulah Interchange and how Kingsfield Road and the interchange will tie into the proposed realignment of Beulah Road. A&E shall provide 100% construction plans (including alignment, pond siting, roadway cross-section, etc), wetland permitting, public involvement, property acquisition assistance, geotechnical investigation, and surveying as necessary. It is the intent of the county for this realignment to have two 12’ wide travel lanes with 5’ paved shoulders on each side of the road. The length of the project is approximately 1.7 miles. The A/E will be responsible for performing a certified Topographic Survey that meets the current Florida Minimum Technical Standards as set forth by the Board of Professional Surveyors and Mappers. See attached Survey Scope for more details. The A&E is required to remain in close contact with the area utility companies throughout the design process due to the required abandonment along the existing alignment, relocation to the new alignment, and advanced planning for the connection to the proposed West Kingsfield Extension. The project is situated on County owned property except for the extreme west end at the connection to the existing alignment of Beulah Road. Property acquisitions will begin once the new alignment is specifically known and will continue during the bulk of the design process.
