(1) Vendor needs to provide development advisory services to the government authority located in Boise, ID.• The project demands third–party expertise that can assist the agency understanding of potential uses of the property for development, assessment of risk, feasibility and financial analysis, and evaluation of potential development opportunities and outcomes.• Once all financial and land constraints are defined, procurement will focus on desired outcomes, and the representative may offer strategic project oversight. Depending upon the strategy for resolving various project–related dependencies, more than one procurement tool may be needed to ensure final project implementation.• The representative will support the university’s review and evaluation of proposals received. This includes but may not be limited to vetting proposed strategies, assessing developer qualifications and portfolios of work, financial management plan, ownership strategies, and development feasibility (zoning, constructability, etc.).• Review of project–related pro forma and financial modelling.(2) An optional pre–bid conference will be held on October 02, 2026.(3) All question must be submitted no later than October 09, 2026.(4) A contract period will be for one year.
