(1) Vendor needs to provide travel survey services to the government authority located in Baltimore, MD.– Survey consultants to recruit and obtain the participation of 5,000 households (a mixture of households obtained from addressbased sampling and households obtained from probability and non–probability oversampling of harder to reach households) in a methodologically advanced regional household travel survey.– Length of survey participation shall be at least one 24–hour non–holiday weekday while public schools are in session.– Data should also incorporate smartphone samples, although household members should have the option of choosing other data collection methods including the web and phone using computer–assisted telephone interviews– Survey consultants to obtain full participation of 5,000 households (a minimum of 3,700 households obtained from address–based sampling using a robust and statistically valid and representative sample across the identified counties and up to 1,300 households obtained from probability and nonprobability oversampling of hard–to–reach households.).– Ensure that the survey will be based on methodological rigor that incorporates best practices in survey methodology and design and using procedures that have been thoroughly tested and refined based on a survey pilot or pretest.– Manage and closely supervise the survey consultant to ensure that all survey procedures and protocols are being followed and carried out and to ensure the highest level of quality control.(2) All questions must be submitted no later than September 29, 2026.
