Description
Amended the UNSPSC of the Tender Notice. Offers. Canada is seeking offers from Offerors to provide a Technical Assessment and Cost-Benefit Analysis on Fuel Storage Tank Systems Life Cycle (Installation, Maintenance and Removal) to Environment and Climate Change Canada (ECCC) as described in Annex Statement of Work. The technical assessment and cost-benefit analysis will evaluate various options for the installation, maintenance, and decommissioning of storage tank systems and how they align with current industry practices in Canada. The analysis must identify associated environmental impacts, resource requirements, benefits, challenges, and operational and policy risks such as regulatory misalignment, compliance barriers, or unintended socioeconomic consequences that go beyond environmental considerations. This includes considerations for both the regulated community and key industry stakeholders such as certified installers, professional engineers, project managers, consultants, and manufacturers. The Contractor must assess the most common and practical procedures currently used in the industry for the installation, maintenance, including leak detection options, and decommissioning of various types of storage tank systems located in Canada. The Contractor must review applicable requirements under the National Fire Code of Canada (NFCC), CSA B139 Installation Code for Oil-Burning Equipment, the CCME Code of Practice, and any other authority having jurisdiction (AHJ) with best requirements for protecting against fuel contamination. Term. The period of the Contract is from date of Contract (est. October 1, 2026) to December 31, 2027, inclusive. Resource Categories The resource categories (roles)* required are as follows: 1. Licensed Professional Engineer 2. Petroleum Storage Tank System Technician 3. Petroleum Storage Tank Systems Compliance Specialist 4. Project Manager *As part of its proposed Project Team, the Offeror can propose the same resource for any of the resource categories required, with the exception that the Licensed Professional Engineer cannot be the same proposed resource as the Petroleum Storage Tank System Technician. Note to Offerors: The proposed resource title (resource categories) in Annex Technical Criteria are descriptive labels intended solely to indicate the nature of the expertise required. They do not represent formal occupational classifications or restrict the number of resources proposed, the allocation of responsibilities, or the manner in which an Offeror structures its Project Team.
