Buena Creek Navigation Center Operator Services

The Cities of Vista and Encinitas are jointly soliciting proposals from qualified service providers for the operation of an adult only low-barrier non-congregate navigation center located in an unincorporated area of San Diego County near Vista (hereafter “Center”). The Center will operate with 24 single room occupancy units to help individuals experiencing homelessness or that are living in conditions not suitable for habitation. The proposed Center is intended to operate year-round. Responses to this Request for Proposals (RFP) must include a preliminary but well-defined scope of work, schedule, staffing resources, and budget for proposed items as well as a list of all sub-contractors.
