(1) Vendor needs to provide strategic advisory and owners representative services to promote a vigorous and growing state economy, encourage business investment and job creation, and support diverse, prosperous local economies across state through the efficient use of loans, grants, tax credits, real estate development, marketing, and other forms of assistance.– Consultant will be responsible for designing the strategic blueprint, technical architecture, and functional roadmaps for a centralized, digital Connectivity Portal,– Strategic Assessment & Future–State Recommendations: Evaluating business objectives, stakeholder needs, existing research, and industry best practices to recommend an optimal operating model and future–state vision for the Connectivity Portal and supporting ecosystem.– Technology Strategy & Architecture Recommendations: Assessing technology alternatives, platform capabilities, integration requirements, and architectural approaches to recommend a secure, scalable, and sustainable technology strategy aligned with program goals.– Implementation Roadmap Development: Developing a phased implementation roadmap that includes recommended governance structures, resource requirements, cost estimates, key milestones, risks, and success measures to guide future execution efforts.(2) All question must be submitted no later than August 4, 2026.
