(1) Vendor needs to provide legislative tracking platform.• The software must provide comprehensive legislative and regulatory tracking, collaboration, and reporting capabilities• To support modernization, transparency, legislative efficiency, and accessibility, the Platform must be capable of supporting end–to–end operations and workflow across both chambers• The software must support workflows specific to South Carolina’s legislative process, which includes:– Three required readings of proposed legislation in each chamber on different legislative days.– Committee review, subcommittee hearings, and integration of amendments.– Chamber voting, reporting, and transmission between House and Senate.– Second chamber review, Conference Committees, and final passage• Comprehensive tracking of all pending legislation in South Carolina, including:– current and prior status of bills– access to full text of the bill and a summary of the bill, both of which are updated as the bill is amended (preferably, posted or updated within twenty–four hours)– the ability to compare different versions of a bill and/or various proposed amendments to a bill – information about committee hearings, including notification of hearings when scheduled and summary of the hearing afterwards (including testimony of witnesses and discussion amongst members and staff)– information about floor debates, with a summary of any action taken on the floor regarding bills– Mobile/remote access to platform– Ability to create customized fields indicating stakeholder positions on bills– Ability to access and compare historical data, including older versions or bills or similar legislation from prior legislative sessions – Ability to store files/emails/documents within the platform, including attaching to specific bills – Track positions of specific legislators on key issues and/or specific bills– Generate up–to–date reporting using conversational language that can be easily disseminated to stakeholders outside the platform(2) The contract period will be for one year.(3) All the questions must be submitted no later than June 30, 2026(4) Pre–bid meeting will be held on June 29, 2026
