The applicant, the Florida Department of Management Services, is seeking proposals for data transmission MyFloridaNet-3 Services to 7,876 schools, 818 libraries, and 671 Non-Instructional Facilities, totaling 9,365 active Florida entities at the time of this procurement. Not all entities are expected to apply under the Department of Management Services Consortium but will remain eligible to procure services through the executed MyFloridaNet-3 Services contract. The purpose of the Invitation to Negotiate (ITN) is to establish a multi-year strategic partnership with a single vendor to reduce the cost of services, improve the quality of services provided, and increase long-term value to the State. The services sought with this ITN will provide Customers with the next iteration of Floridas statewide backbone and other telecommunication services. Collectively, the services and commodities covered by this ITN will be referred to as MyFloridaNet-3 Services (MFN-3 Services). The specifications of MFN-3 Services requested can be found in ITN Number: DMS-26/27-025, which includes a detailed narrative and attachments A through O. Under the scoring process, cost will be the most heavily weighted scoring criteria, see Attachment M, Points Table. During the term of the Contract including any voluntary extension period(s), the State may order bandwidth revisions to E-rate eligible K-12 sites and libraries and order service for new K-12 sites and libraries that are considered within the scope of this procurement. E-Rate can only be used for eligible services at eligible locations. The initial term of the Contract(s) will be 7 years in accordance with section 2.A., Initial Term, of Attachment B, Draft Contract. The Contract may be renewed for 7 years in accordance with section 287.057(14), Florida Statutes and section 2.B., Renewal Term, of Attachment B, Draft Contract.
