(1) Vendor needs to provide standards of cover study services to the government authority located in Decatur, GA. – Conduct a comprehensive Standards of Cover (SOC) study for the agency.– Provide all labor, software, data analysis, reports, and presentations necessary to complete the project.• Community Risk Assessment (CRA) – Conduct a comprehensive Community Risk Assessment that includes:– Demographic analysis– Population density• GIS deployment and response analysis – Evaluate current station locations and emergency response performance using GIS–based modeling:– Travel time modeling– Effective response force analysis• Standards of cover analysis – develop a complete Standards of Cover assessment that includes:– Baseline service demand– Call distribution• Critical task analysis – evaluate staffing requirements necessary to safely and effectively manage emergency incidents including:– Residential structure fires– Commercial fires• Unit hour utilization analysis – analyze workload for all suppression and EMS resources including:– Unit Hour Utilization (UHU)– Call frequency• Staffing analysis – review current staffing levels and evaluate:– Company staffing– Daily staffing• Apparatus and capital needs assessment – provide recommendations regarding:– Engine deployment– Ladder company needs– Rescue unit deployment(2) All the questions must be submitted no later than August 28, 2026.
