(1) Vendor needs to provide fixed–route and microtransit operations management service to the government authority located in Spartanburg, SC.• provide professional services in support of transit operations and management for agency (fixed–route bus service) and agency (microtransit service), ensuring safe, reliable, and efficient public transportation for the community.• Agency is seeking full–service operation of its public transportation system.• The selected Contractor will take full responsibility for day–to–day service delivery, including staffing, dispatch, maintenance, technology, and customer service, while the City will retain ownership of vehicles and final policy authority.• The selected Contractor will operate and maintain the city–owned fleet, and manage all service–related functions, including but not limited to: employing drivers, dispatching service, staffing customer service, managing technology and fare collection, and providing planning, marketing, and grant support for two transit services that will remain operationally and programmatically separate but offer a seamless end user experience• The Contractor shall also provide customer service for both services, including trip booking, scheduling, and modifications; general transit information; complaint intake and resolution; lost–and–found; and accessibility assistance.• The Contractor shall provide and support all technology needed to operate both services, including dispatch/agency for agency; on–demand booking, dispatch, and dynamic routing for agency; real–time passenger information; and data security consistent with applicable law. • Marketing and Branding: The Contractor shall support the City in producing public–facing materials for both services, including but not limited to, system maps, schedules, rider guides, signage, and rider–facing app content, and shall provide content for the City's website and social media• Marketing and branding approach; grant development and administrative capacity, including capital planning support (2) The contract period will be for five years.(3) All the questions must be submitted no later than October 30, 2026.(4) Optional Pre–Submittal Meeting will be held on October 14, 2026.
