(1) Vendor needs to provide public meeting streaming and agenda software.– The Agency seeks a fully integrated, turnkey meeting streaming solution that provides live public access, automated archiving, agenda synchronization, indexing, timestamps, and long–term public records retention through the vendor's agenda and minutes platform.– Provide single–vendor solution and does not desire a solution requiring separate streaming platforms, public video hosting services, third–party integrations, public–facing video websites, or City–managed streaming infrastructure.• Native Streaming Requirement1. Streaming functionality shall be a native component of the proposed platform.2. Solutions that rely upon third–party streaming providers, embedded public video platforms, iframe integrations, external meeting platforms, separately licensed services, or other third–party systems to provide core live–streaming functionality shall be clearly identified in the proposal.3. The City reserves the right to deem solutions non–responsive if core live–streaming functionality depends upon services not owned, managed, or supported by the proposing vendor.• Live Streaming Requirements1. The proposed solution shall provide true live streaming directly to the vendor's agenda and minutes platform.2. The public shall be able to access and view meetings in real time through the vendor's platform while the meeting is in progress.3. Solutions that require City staff to manually upload meeting recordings after a meeting concludes in order to make content available to the public shall not satisfy this requirement.• Platform Availability, Redundancy, and Disaster Recovery1. The vendor shall provide detailed documentation describing platform redundancy, disaster recovery capabilities, failover architecture, and business continuity procedures.2. The proposed solution shall be designed to minimize service interruptions resulting from planned maintenance, software updates, hardware failures, cloud infrastructure failures, or regional service disruptions.3. The vendor shall identify expected recovery times for critical system failures and provide documentation supporting those recovery objectives.• Automatic Recovery and Resiliency1. The streaming solution shall automatically recover from temporary network interruptions, encoder reconnections, software restarts, and platform communication failures without requiring City staff intervention whenever technically feasible.2. The vendor shall identify any circumstances that require manual intervention to restore live streaming, recording, indexing, timestamping, or public access functionality.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 17, 2026.
