(1) Vendor needs to provide multidisciplinary predevelopment feasibility study services to the government authority located in Windsor, CT– Conduct a comprehensive predevelopment feasibility study for a new affordable housing development serving seniors and persons with disabilities.– Determine site suitability and constraints for housing development.– Prepare concept plans and a preferred site layout.– Evaluate development model options– Prepare preliminary construction and operating pro formas and an implementation financing strategy.– Conduct robust public engagement with the target population residents and stakeholders.– Identify alternative sites and a relocation strategy for one or both ballfields(2) All questions must be submitted no later than October 16, 2026.
