(1) Vendor needs to provide municipal building division services to the government authority located in Bella Vista, AR.• providing third–party municipal building services, including but not limited to permit intake and review; residential and commercial plan review; field inspections for building, electrical, plumbing, mechanical, and other related work; code interpretation; document retention and public access records support; periodic reporting to city leadership; and other services• The city may require support for some or all of the following functions:• Building permit intake, application review, issuance, and recordkeeping;• Plan review for residential, commercial, and other construction projects;• Field inspections for building, electrical, plumbing, mechanical, and related work, asauthorized by the city;• Code interpretation and assistance to staff, applicants, contractors, and residents;• Coordination with planning, zoning, engineering, fire, public works, utilities, and other cityfunctions;• Enforcement support for adopted construction codes and related ordinances;• Permit–fee administration and reconciliation procedures;• Management of inspection scheduling, results, reinspection requirements, and certificateissuance;• Electronic permitting, document retention, reporting, and public–access records support;• Staffing continuity during periods of high construction activity, vacancies, leave, oremergency operations;• Optional Services: Identify any optional or value–added services the firm can provide, such as:• Online permitting and inspection portals;• Virtual inspections where legally and operationally appropriate;• After–hours or weekend inspections;• Pre–development and contractor education meetings;• Permit–process audits and workflow redesign;(2) The contract period will be for one year.
