(1) Vendor needs to provide phase 2 campaign implementation services.– Develop and implement a regional stormwater public education and outreach campaign that aligns with the education and outreach requirements described in the eastern municipal stormwater general permit.– Project will include content branding, messaging, and development, with an emphasis on accessibility, language access, and environmental justice principles.– Develop a resource and information toolkit with multilingual, accessible educational materials and engagement tools to support residential and commercial outreach on stormwater–related issues.– Campaign’s educational framework will have three key components:1) Public Awareness2) Building Capacity3) Behavior Change and Action– Identify members for a steering committee to guide the development and implementation of the regional stormwater public education and outreach campaign.(2) All questions must be submitted no later than September 14,2026.
