(1) Vendor needs to provide home health care medicare maximization services to the government authority located in Albany, NY. – Perform all operational, medical, legal, audit, reporting, recovery, provider–relations, and administrative activities necessary to support agency home health care medicare maximization program.– Must maintain operational capability to manage and implement all available Medicare appeal processes, including but not limited to provider coordination, recovery operations, audit functions, reporting requirements, provider education activities, and related program responsibilities.• Home health care medicare maximization appeals process– To support Medicare coordination–of–benefits and appeals efforts intended to maximize Medicare coverage for dual eligible recipients receiving home health services paid by Medicaid.• Audit process– Support agency audit and recovery activities involving providers that fail to comply with Medicare demand billing requirements, fail to return amounts paid by Medicare, or otherwise fail to comply with home health care medicare maximization program directives.• Comprehensive recovery process– A comprehensive recovery and reconciliation process supporting agency recovery of funds inappropriately paid by Medicaid for Medicare–covered services previously paid by Medicaid• Reporting and technology – Maintain reporting, information–system, and technology capabilities sufficient to support all operational, appeals, audit, recovery, provider–relations, and administrative activities associated with the home health care medicare maximization program.• Provider education• Record retention• Organizational capability and experience• Proposed enhancements & improvements(2) All questions must be submitted no later than October 23, 2026.
