2022-24 On-Call Consultant Services - 2023 Annual Open Enrollment

The Ada County Highway District (ACHD) conducts a formal procurement once every three years to establish its On-Call Consultant Services (OCCS) List. In June of 2021, ACHD issued a Request for Qualifications (RFQ) and established the 2022-2024 OCCS List. The OCCS List became effective on October 1, 2021 and will terminate on September 30, 2024. The OCCS process includes an Annual Open Enrollment (AOE). The AOE serves as an update to the three-year 2022-2024 OCCS List by providing an opportunity for firms not currently on the OCCS List to apply. The AOE also serves as an opportunity for firms currently on the OCCS List but wish to apply for categories they are not currently approved for. As such, all firms currently on the 2022-2024 OCCS List need not re-apply, unless they wish to apply for categories they are not currently approved for. Given this background, ACHD is requesting a Statement of Qualifications (SoQ) from firms interested in providing professional and other services on an "on-call, as-needed" basis. Respondent firms deemed qualified will be selected to perform work in each the following categories: A. Design: Roadway with Estimated Values under $250,000 and over $250,000; Bridge; Intersection/Signal; Roundabouts; and Landscape Architecture Design. B. Bridge Inspection, Evaluation, Structural Analysis, and Design of Retrofit/Repairs. C. Environmental Services: Environmental Report Documentation and Management, Wetlands, Biological Studies, Archaeological/Cultural, Hazardous Material/Waste, Wastewater Management, Facility Design, and Solid Waste Management. In addition, Stormwater Quality – Monitoring, Stormwater Management Program Development and Assessment, Green Stormwater Infrastructure, and Erosion and Sediment Control. D. Intelligent Transportation Systems and Traffic Signal Timing. E. Construction Inspection. F. Geotechnical Services. G. Surveying. H. Transportation Planning and Projects. I. Public Involvement and Outreach. Firms interested in this project must submit a SoQ electronically through the OpenGov online portal. All firms are required to submit an electronic response for the overall On-Call Consultant Services project, and submit an electronic response for each category that they wish to respond . Failure to submit an electronic response for the overall On-Call Consultant Service project will result in any individual category submissions being deemed non-responsive. Submittal requirements: ▪ Submittals must be uploaded to the OpenGov website by the submittal due date and time. ▪ Submit an electronic response to overall On-Call Consultant Service project that addresses all requirements. ▪ Submit one complete (1) SoQ PDF electronically for each category that the Respondent wishes to be awarded.
