(1) Vendor needs to provide data center zoning and community impact consulting services to the government authority located in St. Joseph, MO. – Provide urban planning, zoning, and environmental consultants to evaluate the multifaceted impacts of data center development and draft comprehensive zoning amendments.– Consultant will evaluate the multifaceted impacts of data center development, draft comprehensive zoning amendments, formulate utility demand policies, and establish regulatory frameworks to mitigate community impacts.– Community Engagement: Assist city staff in conducting public hearings, workshops, and work sessions to address community concerns regarding sustainability and grid stability.– Zoning and District Restrictions: Review the city's current comprehensive plan and land use maps. Identify optimal zoning districts suitable for data centers.– Impact Mitigation Standards: Establish guidelines to manage and mitigate any possible negative community impacts, including but not limited to, acoustic limits for cooling equipment and generators, structural setbacks, aesthetic requirements for facades, and height limits.– Utility and Infrastructure Analysis: Analyze how proposed data centers impact local water systems and the local electrical grid.(2) All the questions must be submitted no later than July 24, 2026.
