(1) Vendor needs to provide parking inventory and density study service to the government authority located in Allentown, PA. – Provide develop a comprehensive citywide parking map and dataset showing the availability and use of on–street and off–street parking across all zoning districts.– Provide city staff and the zoning hearing board with reliable, up–to–date information to support decisions on parking variances, reduced parking requirements, and adaptive reuse projects.– Mapping and Deliverable Format:• An interactive, web–based GIS map (compatible with or integrated into the city's existing GIS platform) allowing staff to view parking density and supply by parcel, block, or district, with filterable layers (supply type, zoning district, data confidence, etc.).• Static, presentation–ready map exhibits (PDF and image formats) suitable for inclusion in staff reports and zoning Hearing Board packets, at citywide and neighborhood scale.• The underlying geospatial dataset in a standard, editable GIS format.– Data Collection:• Off–street parking: surface lots and structured parking associated with residential, commercial, institutional, and mixed–use properties, including approximate capacity and utilization, particularly during peak hours.• Public parking facilities: city– and parking authority owned lots, garages, and metered zones, including capacity and, where available, permit or utilization data.– Density Metrics and Analysis:• Parking spaces per residential unit and per 1,000 square feet of non–residential floor area, by block or parcel cluster.• On–street space count per linear block face and as a ratio to adjacent frontage or unit count.• A data–confidence or data–age indicator per area, so staff can see where the map reflects verified field data versus modeled or older estimates.(2) All the questions must be submitted no later than October 23, 2026.
