(1) Vendor needs to provide real property market assessment optimization study services include transit–supportive uses, energy infrastructure, commercial development, emergency management functions, revenue–generating opportunities, and other complementary uses to the government authority located in Napa, CA.– Existing Conditions Assessment• Property ownership and legal constraints• Existing zoning and land use designations• General Plan and Airport Land Use Compatibility requirements• Valley Business Park Declaration of Restrictions (CC&Rs)• Utility infrastructure capacity• Environmental constraints• Access and circulation– Market and Economic Analysis – The Consultant shall evaluate market conditions and development potential for variousland use alternatives including:• Office and commercial space• Industrial and flex–space uses• Public agency facilities• Emergency operations facilities• Transportation–related uses– Energy Infrastructure and Resiliency Analysis– Emergency Operations Center Evaluation(2) A pre–proposal conference will be held on July 9,2026.(3) All question must be submitted no later than July 15, 2026.
