(1) Vendor needs to provide facilities long–range master plan services to the government authority located in Ozark, MO.– The Master Plan will align physical facilities with the District's 2025–2030 Comprehensive School Improvement Plan, addressing enrollment projections, Real–World Learning initiatives, campus safety/security infrastructure, outdoor accessibility, and energy modernization.A. Facility Assessments & Demographic Analysis– Facility Condition Assessments (FCA): On–site evaluations of all District–owned physical facilities, structural integrity, athletic assets, accessibility compliance, and life–safety systems.– Educational Adequacy & Capacity: Evaluation of instructional spaces relative to contemporary educational standards, program growth, functional classroom capacity, and traffic/parking flows.– Enrollment & Demographics: Analysis of local residential growth patterns, regional growth data, and community development trends to project 10–year spatial requirements.– Safety & Accessibility: Assessment of perimeter access controls, secure vestibule configurations, storm refuge capacities, and inclusive playground accessibility.B. Master Plan & Capital Cost Modeling– Project Recommendations: Developing prioritized facility modernizations, expansions, spatial reconfigurations, and capital repair options.– Capital Improvement Plan (CIP): Producing Opinions of Probable Construction Costs categorized into short–term, medium–term, and long–term vision project bands.– Financial Alignment: Assisting District leadership with matching facility priorities to potential capital funding mechanisms (e.g., General Obligation Bonds, capital improvement funds).(2) All question must be submitted no later than September 7, 2026.
