ITES-11166 - USA (Columbia, South Carolina) - Code Conversion and Database Modernization Service - Deadline January 4,2027

(1) Vendor needs to provide code conversion and database modernization service to the government authority located in Columbia, SC.– Modernize the application codebase by accurately converting agency legacy natural code to java code that is maintainable, scalable, and does not require proprietary runtime software or create proprietary vendor lock–in.Solution Design:– Modernized application architecture (e.g., modular, service–oriented, or equivalent).• Target database structures and data models.• Data mapping, transformation, and validation rules – Natural–to–Java Conversion:• Converts existing Natural application code to Java that contains no proprietary runtime lock–in • Utilizes automated tools where appropriate to accelerate conversion.• Applies manual refactoring to ensure code quality, readability, and maintainability– Database Conversion and Migration:• Schema conversion and optimization, as appropriate.• Data cleansing and normalization– Hosting:• The solution will be hosted at the direction of agency using the state shared services cloud services or hosting.• Provide workload details, architecture, and hosting requirements for the modernized code and databases.(2) Pre–bid meeting will be held on November 13,2026(3) The contract period will be for one year. (4) All the questions must be submitted no later than November 16,2026
