(1) Vendor needs to provide modeling toolkit develop service to the government authority located in Albany, NY. • Develop a new modeling toolkit to evaluate potential carbon pricing mechanisms, such as an economy–wide cap–and–invest program or carbon fee for State. • Model would inform future carbon pricing policy and program decisions and provide inputs for separate secondary analyses, including air quality, jobs, household costs, and electricity sector modeling• Required to detail their model design in report or presentation form, including data needs. • Required to demonstrate some of the model’s essential functions by determining a market–clearing allowance price for all endogenously modeled sectors without taking revenue investment into consideration, i.e. demand for allowances based only on the price signal.• Required to demonstrate all model output and functionality requirements, with an economy–wide scope and robust investment assumptions
