(1) Vendor needs to provide portfolio management services to the government authority located in Philadelphia, PA.        – Project and portfolio management include the rehabilitation, replacement or construction of vehicular and pedestrian bridges, culverts, retaining walls, staircases and related structures, traffic signals, streets and roads, sidewalks, side paths, trails, bump–outs, streetscapes, traffic calming measures, school zone safety improvements, street re–paving packages, street lighting, ada ramps, intelligent transportation systems (its), railroad crossings, multi–modal facilities, traffic management facilities, multi–purpose trails and bicycle facilities curbside and evaluate methods for targeting materials for collection.– The consultant chosen must be able to react quickly to projects that may have short–term deadlines.– Review design applicant invoices and provide recommendations.– Perform constructability reviews and review construction estimates. Provide value engineering.– Performance metrics, contract management and payments.– Provide innovative technology solutions.(2) All the questions must be submitted no later than July 15, 2026.         (3) The contract period will be for one year.          (4) Pre–proposal meeting will be held on July 10, 2026.
