(1) Vendor needs to provide Fiber optic network public private partnership service to the government authority located in Ventura, CA. – Expand business and residential broadband access leveraging the 30–mile backbone fiber and conduit network, particularly to those 49,000 serviceable locations (representing 90% of the City) that currently have no fiber option.• Network operations, maintenance (including emergency response/repair), and management• Network construction and permitting, specifically lateral distribution and service drops to agency priority sites and residential and business locations funded through a combination of in–kind contributions, match funds, private capital• Management of Fiber and/or conduit leases, contract management, splicing and Fiber assignments.• Monetization of the network for project sustainability and partner revenue• Marketing & retail sales of symmetrical gigabit FTTP services• Customer service, billing, and network operations Center (NOC) support• Technical field work, subscriber calls for service, and network repairs• 8–1–1 locate services• Management of utility pole leases and joint pole agreements where required(2) All the questions must be submitted no later than August 25, 2026.
