(1) Vendor needs to provide pay solution implement and management service. – implement and manage a Pay solution to streamline and modernize the process of procuring items on behalf of program participants’ service plans. – This Pay solution will enable faster, secure, and trackable financial support while reducing the administrative burden. – The solution must provide the following core capabilities:1. Allow participating users to purchase eligible goods and services through both direct vendor payments and participant reimbursements. This can include digital wallet solutions, pay card options, reimbursement (digital and paper checks) and direct payments to vendors.2. Support both online and in–person purchasing.3. Expense tracking, multi–step approval workflows, and audit–ready records4. Collect support documentation (e.g., receipts, invoices, assurances) via file uploads (PDF or other comparable formats).5. The platform can be configured to apply the agency's tax–exempt status to eligible in–state purchases.6.
