– Vendor needs to provide information management evaluation service to the government authority located in Charlotte, NC. – Provide support the final evaluation of the Information Management (IM) project.– Strategic, innovative, Information Management (IM) initiative designed to help further modernize national and departmental disaster preparedness and rapid response capabilities.– Include adapting and translating primary qualitative tools into Creole, conducting Key Informant Interviews (KIIs) with trained field volunteers.– Providing localized contextual analysis, co–facilitating validation workshops, and supporting evaluation dissemination.– Data Synthesis, Validation, and Reporting:• Clean, transcribe, and translate Creole or French qualitative field data into structured English summaries organized by evaluation objective and evaluation questions aligned with the evaluation matrix.• Provide context–specific qualitative coding and insights explaining key drivers, implementation bottlenecks, field connectivity constraints, and security factors affecting system adoption.– Desk Review, Tool Adaptation and Localization:• Review key project documentation, including monitoring reports, volunteer training logs, dashboard outputs, and hurricane melissa deployment data, to inform tool design, contextualize field findings, and support data triangulation.– Field Data Collection:• Utilize offline–capable mobile survey forms or secure audio recording to capture qualitative responses, ensuring strict data security and interviewee confidentiality.
