Vendor needs to provide tree inventory and urban forestry management plan service to the government authority located in Whitewater, WI. – Conduct a comprehensive, citywide inventory of public trees and develop a corresponding urban forestry management plan.– The selected contractor shall conduct a field inventory of all public trees within the agency's jurisdiction, including but not limited to street trees, park trees, and trees on other City agency owned properties. For each tree, the contractor shall collect, at minimum:• GPS location (mapped to City GIS/parcel base layer)• Species (common and scientific name)• Diameter at Breast Height (DBH)• Tree height and crown spread (estimated)• Condition rating (e.g., excellent, good, fair, poor, dead/dying)• Structural defects and risk indicators• Maintenance recommendations (e.g., prune, remove, monitor, plant site)• Overhead/underground utility conflicts, where visible– Data Management and GIS Integration• Inventory data shall be delivered in a format compatible with the agency's GIS system ArcGIS Online and Field Maps, as well as a standard tabular format (e.g., Excel/CSV).• Data shall be compatible with i–Tree Eco/Streets or an equivalent industry–standard urban forestry analysis tool, allowing the agency to calculate ecosystem service benefits (stormwater interception, carbon sequestration, air quality benefits, energy savings, and estimated dollar value).• Contractor shall provide documentation of data dictionary/field definitions and metadata.– Canopy and Ecosystem Benefit Analysis• Provide a summary analysis of species diversity, age/size class distribution, and stocking levels relative to industry best practices (e.g., the 10–20–30 diversity rule).• Provide an estimate of annual ecosystem service benefits generated by the public tree inventory.• Identify canopy cover gaps and priority planting zones, where feasible using available aerial/canopy data.– Urban Forestry Management PlanUsing the inventory data, the contractor shall prepare a written Urban Forestry Management Plan that includes, at minimum:• Executive summary of inventory findings• Current urban forest condition and structure analysis• Risk tree identification and prioritized removal and mitigation list• Recommended annual maintenance cycle (pruning rotation, removals, planting)• Planting plan and species selection guidance (emphasizing diversity and climate/site suitability)• Budget planning guidance, including estimated costs for a multi–year work plan• Recommendations to support and maintain Tree agency USA designation• Recommendations to strengthen future Urban Forestry Grant applications
