(1) Vendor needs to provide comprehensive plan services to the government authority located in York, SC.– Develop a comprehensive plan that will guide development across the county in the areas of land use, transportation, housing, economic development, natural and cultural resources, and resiliency through the planning horizon.– Establish a comprehensive planning framework with a long–term time horizon and a short–term implementation schedule.– Establish a small area and corridor plan, to be completed in the early phases of the comprehensive plan update, complimenting the overall framework and synchronize with other concurrent planning initiatives.– Develop project branding to include plan name, logo, and color scheme.– Develop a customized, robust, multi–platform public engagement plan.– Utilize surveys, online mapping tools, and social media to gather information and disseminate project updates.– Prepare an analysis that identifies gaps in existing land use development markets, housing and economic development opportunities, corridor performance and other infrastructure, public facilities, protection of agriculture or environmental resources.(2) All questions must be submitted no later than August 28, 2026.(3) A pre–bid meeting will be held on August 24, 2026.
