Design of SUN Trail Segment from Roberts Road to Dale Street

The City of Edgewater has entered a funding agreement with the Florida Department of Transportation (FDOT) to design a portion of the St Johns River-to-Sea Loop Trail network as part of their Shared Use Non-Motorized (SUN) Trail program. This SUN Trail segment is approximately 4.5 miles long with an estimated construction cost of $4,743,697.47, and thus requires competitive solicitation for professional services. This trail segment is located primarily along City of Edgewater right-of-ways, including one (1) crossing of an active FEC railroad (at Roberts Rd / 30th Street), one (1) crossing of a State highway (SR-442), and one (1) longitudinal portion approximately 0.5 miles along a Volusia County right-of-way (West Park Avenue between Mango Tree Drive and Dale Street). The FDOT Preliminary Engineering Report dated June 2019 proposed the following route: • Begin at the intersection of US 1/SR 5 and Roberts Road • West along Roberts Road from US 1/SR 5 to Juniper Drive • Northerly along Juniper Drive* from Roberts Road to 21st Street • Westerly along 21st Street* from Juniper Drive to Kumquat Drive • Northerly along Kumquat Drive* from 21st Street to 19th Street • Westerly along 19th Street* from Kumquat Drive to Mango Tree Drive • Northerly along Mango Tree Drive* from 19th Street to 17th Street • Easterly along 17th Street* from Mango Tree Drive to Kumquat Drive • North along Kumquat Drive* from 17th Street to 16th Street • West along 16th Street* from Kumquat Drive to Mango Tree Drive • North along Mango Tree Drive* from 16th Street to the split into Lime Tree Drive • North along Lime Tree Drive from the split at Mango Tree Drive to 12th Street • West along 12th Street from Lime Tree Drive to Mango Tree Drive • Northerly parallel to Mango Tree Drive through the City of Edgewater property* to Park Avenue • Westerly along Park Avenue from Mango Tree Drive to Dale Street • End at an intersection with the existing trail at Dale Street. Total project length is approximately 4.5 miles. (* Those segments noted with an asterisk indicate portions for which the City desires the design firm to evaluate for possible alternate alignments which might be more favorable.) Project scope includes design of a an eight-foot, ten-foot, and twelve-foot wide trail, with the segment widths generally following the Saint John’s River to Sea Loop Trail Preliminary Engineering Report Preferred Alternative Design. Design services shall include topographic/boundary survey, geotechnical investigations, environmental assessment(s), and engineering design. Utility coordination will be required. Coordination for permitting needs will be anticipated. Right of way acquisition or any easement/easement modifications may be required and will be determined during the design phase. All pedestrian accommodations shall adhere to current ADA standards. Design of this trail shall be equal to or better than the Preliminary Engineering Report finalized in June of 2019. In addition, the SunTrail width will need to follow the latest Florida Design Manual criteria, per Section 224.4, Widths. It is anticipated that variances for the SunTrail width will be needed, and shall be coordinated with the Department. FDOT has scheduled this segment for construction funding in Fiscal Year 2022-2023.
