(1) Vendor needs to provide unified instructional framework and educator and leader evaluation system consulting services to the government authority located in Beaverton, OR. – Agency is collecting information to inform a potential process of seeking an experienced external partner (contractor) to lead a comprehensive review, redesign, training, and implementation process for a unified instructional framework and aligned educator and leader evaluation systems. – Mobilization and Current–State Assessment• Confirm charter, governance, communications, success measures, detailed schedule, and acceptance process.• Inventory instructional and evaluation materials, systems, training, data, and implementation conditions.• Conduct sponsor and key stakeholder interviews; identify dependencies, risks, policy questions, and decision points.– Research and Stakeholder Discovery:• Conduct broad engagement across educator and leader populations and related stakeholder groups.• Gather input on instructional expectations, professional growth, observation, coaching, evidence, fairness, workload, training, andusability.• Identify legal, labor, policy, accessibility, technology, and operational considerations for agency review.– Open Landscape Review:• Review a broad field of frameworks, standards, evaluation systems, district examples, research, and implementation approaches.• Facilitate transparent comparative criteria and analysis.• Present viable options, tradeoffs, costs, training implications, sustainability considerations, and recommended architecture.– Integrated System Design:• Develop the integrated instructional framework architecture and aligned educator and leader growth/evaluation components.• Draft role–specific rubrics, evidence guides, processes, forms, growth cycles, and calibration concepts.• Develop a preliminary training architecture and implementation–readiness requirements.– Pilot Implementation and Refinement:• Facilitate pilot activities across representative educator and leader roles.• Analyze usability, clarity, evidence burden, fairness, calibration, training effectiveness, and implementation feasibility.• Revise frameworks, rubrics, guides, training, and implementation plans based on findings.– Districtwide Training, Calibration, and Implementation:• Deliver role–specific training for educators and leaders.• Deliver evaluator and supervisor training, practice scoring, feedback–conference practice, and calibration sessions.• Provide train–the–trainer materials, onboarding resources, facilitator guides, and accessible participant resources.(2) All the questions must be submitted no later than September 9, 2026.
