GOVERNMENT OF SOMALILAND REQUEST FOR EXPERESSION OF INTEREST FOR CEPCU PROCUREMENT SPECIALIST 1. Background The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). to develop a lean, portfolio-focused coordination and performance management function that strengthens oversight, reduces implementation fragmentation, and promotes institutional learning across the World Bank-financed portfolio. Therefore, the Ministry of Finance and Economic Development (MoFED) intends to hire an International Procurement Specialist. The Procurement Specialist will fill this gap through portfolio-level advisory support, monitoring, and knowledge transfer. 2. Objective(s) of the Assignment The objective of the assignment is to strengthen procurement performance, compliance, and fiduciary risk monitoring across the World Bank-financed portfolio through portfolio-level advisory support, monitoring systems, standardization of tools, and capacity strengthening 3. Scope of Work and Key Responsibilities Support establishment and strengthening of systems for procurement planning, monitoring, and documentation for each project per required standards, including advisory inputs to the PPSD and procurement plans for projects under preparation and restructuring. In consultation with the Head of CEPCU and project coordinators and the PIU technical teams, prepare realistic consolidated annual procurement plans in harmony with work plans and available funds. Assist in the preparation of detailed procurement updates and establish a simplified tracking system for monitoring portfolio procurement activities. Assist project coordinators and the PIU technical teams and beneficiaries at all stages of procurement to ensure activities are carried out in accordance with the World Bank Procurement Regulations. Assist in training and mentoring of the World Bank procurement Regulation, systems and procedures and provide technical review support for Bidding Documents for goods, works, and services, including customized National Competitive Bidding (NCB) documents, RFPs, and standardized forms for Shopping Methods. Support drafting and review of Specific Procurement Notices (SPNs) and Requests for Expressions of Interest (REOIs) in accordance with World Bank Procurement Regulations, including posting in the Bank external website and local national newspapers. Provide advisory support to implementing agencies on procurement processing, including guidance on preparation of Terms of Reference, Schedules of Requirements, Specifications, and other procurement documents. Coordinate preparation of post-procurement reviews on all procurement cases. Establish and maintain a central procurement filing system to ensure complete documentation is maintained and easily retrievable. Attend to procurement queries, disputes, and complaints and support their timely review, response, and documentation. Identify inherent procurement risks, especially those related to fraud and corruption, and propose appropriate mitigation measures. Support monitoring of contract management performance and ensure key information is reflected in STEP. Regularly provide structured knowledge transfer and hands-on, on-the-job training covering all procurement-related activities to civil servants seconded to the CEPCU. Consolidate lessons learned from portfolio implementation and project completion to inform future operations. Shall ensure that designated government staff progressively build the required competencies and are fully prepared to independently assume these roles by January 2028. Carry out any other procurement-related functions as assigned by the Head of CEPCU. 4. Selection Criteria The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included: 5. Consultant’s Qualifications and Experience A. Education: Advanced degree in Procurement, Business Administration, Accounting, Finance, Commerce, Engineering, or a relevant discipline. Professional certification from the Chartered Institute of Procurement and Supply (CIPS) or equivalent (e.g., ASCM CSCP/CPIM, ISM CPSM, ISCEA CSCM). B. Professional Experience A minimum of ten (10) years of relevant procurement experience, of which at least seven (7) years must be in public sector procurement under international guidelines such as the World Bank, African Development Bank, or UN organizations, covering goods, services, and works. Good knowledge of procurement concepts, principles, approaches, public procurement systems, and country procurement systems. Experience working in a fragile state environment. C. Competencies Strong communication skills; ability to facilitate, present, negotiate, and resolve complex issues both orally and in writing in English. High-level interpersonal and relationship-building skills. Excellent computer skills, including Microsoft Office (Word, Excel, PowerPoint) and Internet use. Fluency in English is required. Demonstrated capacity to provide on-the-job training on procurement and achieve successful knowledge transfer. D. Reporting and other Deliverables: The Procurement Specialist will report to the Head of CEPCU and work under the overall guidance of the Director General, MoFED E. Duration of Assignment: The assignment is expected to take 12 months. F. The Ministry of Finance and Economic Development with the Center of Excellence for Portfolio Coordination Unit (CEPCU) invites potential candidates for Procurement Specialist as per the Terms of Reference. Interested Individual Consultants shall provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services. G. Submission Requirements: The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. H. The Individual Consultant will be hired based on the World Bank’s Guidelines for Selection and Employment of Consultants (July 1, 2016, and updated November 2017, August 2018, November 2020, September 2023) and March 2025.
