STAFF-17178 - USA (El Paso, Texas) - Independent Operational, Staffing and Organizational Assessment Services - Deadline December 10,2026

(1) Vendor needs to provide independent operational, staffing and organizational assessment services to the government authority located in El Paso, TX.– The Consultant shall develop a thorough understanding of current detention responsibilities, management practices, workflows, service demands, and utilization of personnel and resources at both facilities.• Authorized, budgeted, filled, and vacant positions by facility, function, shift, and assignment.• Fixed posts versus flexible or workload–driven assignments; mandatory and discretionary posts.• Relief–factor methodologies and assumptions (including scheduled days off, holidays, leave, training, vacancies, turnover, restricted duty)• Shift schedules, staffing patterns, and shift overlap.• Supervisory span of control and distribution of supervisory positions.– A comprehensive Detention Operations Assessment Report including: methodology; data reviewed; interviews and observations; operational findings by facility, staffing methodology, findings, and recommended levels (with relief–factor and supervisory analysis); workload analysis and trends;–The Consultant shall evaluate operational practices affecting LE staffing, resource utilization, workflow, and service delivery, including technology utilization, facility and equipment utilization, scheduling and shift alignment, deployment strategies, investigative processes, coordination with external partners, workflow bottlenecks, and opportunities for process improvement or automation.(2) All the questions must be submitted no later than November 19, 2026.
