(1) Vendor needs to provide clinical psychologist for law enforcement mental health services to the government authority located in Grand Island, NE. – Provide professional mental health services for the agency.– Deliver routine mental health check–ups, crisis intervention, and specialized psychological support tailored to the unique stressors of law enforcement personnel.• Routine mental health wellness check–ups:– Conduct mandatory, quarterly mental health wellness check–ups.– Provide confidential, proactive psychological screenings to identify early signs of burnout, depression, chronic stress, and secondary traumatic stress.• Service location and confidentiality:– Render all routine counseling and individual wellness checks at the provider's private, external clinic.– Telehealth capabilities: conduct urgent sessions remotely when provider availability or officer scheduling requires it.• Crisis intervention and Critical Incident Stress Management (CISM):– 24/7 Availability: Provide rapid, 24/7 on–call availability for crisis intervention following critical incidents (e.g., officer–involved shootings, fatal accidents, severe trauma).– Peer support coordination• General psychological counselling: Session Allocation Cap: Individual counseling under this agreement shall be capped at a maximum of eight sessions per employee per contract year.• Training and education delivery:– Develop and deliver a minimum of four quarterly training blocks annually.– Training must be accommodated via a hybrid format, offered both in person and as pre–recorded webinars to ensure all shifts can access the material without disrupting department coverage.• Data collection and program monitoring collaboration:– Survey advisory: Consult and cooperate with the agency on the formatting and evaluation of anonymous, biannual officer wellness surveys.• Reporting support: Provide high–level, non–identifying aggregate data metrics to assist the department in publishing its final federal grant implementation report.(2) All the questions must be submitted no later than October 13, 2026.
