Replacement of Pre-Conditioned Air Units at Terminal Gates

Ontario International Airport / Capital Development

Description

The successful Bidder will be expected to complete the requested scope, at and under the Authority’s direction, to Furnish and Install Aircraft Preconditioned Air Units in Terminal 2 and Terminal 4. The work shall include scope confirmation, shop drawings, and permitting. Construction work under this contract shall include fabrication, delivery, installation, testing, and acceptance of Passenger Boarding Bridge mounted Pre-conditioned Air DX Units and at Twenty (20) Narrow Body Group III and Regional Jet Gates, and Two (2) Wide Body Group IV and V Gates, which will be identified by the OIAA Program Management Team. Under a separate contract the OIAA will install 350 AMP service at the point of connection at the two designated Wide Body Aircraft Gates which currently contain 40-Ton PC Air DX units that will be replaced. Proposer shall inspect the existing electrical service at each Gate and confirm that the new PC Air units are compatible with the existing electrical service. Proposer shall be responsible for all electrical connections from the point of connection. Bidder shall be responsible to ensure that the equipment and installation meet all applicable Local, State, and Federal codes and ordinances. The existing PCA units, installed in 1998, have reached the end of their effective operational lives and are exhibiting signs of failure. Without a PCA unit, a gated aircraft’s APU would generate the energy to operate on-board systems including eating, cooling, and dehumidification. The provision of conditioned air is critical in Ontario, where temperatures can reach up to 118 degrees Fahrenheit and average daily high temperatures above 90 degrees Fahrenheit July through September. Additionally, the OIAA recognizes the need to support sustainability efforts and the reduction of Airport-related emissions, as well as improve the passenger level of service at the Airport. The replacement of PCA units would reduce criteria pollutant emissions at ONT by avoiding APU use during gate operations, particularly in extreme heat conditions common in Ontario, California. Reduction in pollutant levels would aid in meeting California State Implementation Plan (SIP) emissions reduction goals in the South Coast Air Basin. Overall, the Project would improve and allow for the functionality and sustainability of the airport.
