(1) Vendor needs to provide right–of–way, property research, survey, and mapping services to the government authority located in Whittier, CA. – Provide as–needed right–of–way and property research, survey, and mapping services to support the districts’ facilities, real property transactions, and service–area annexations.– Annexation Map and Geographical Description Preparation:• Prepare annexation maps, boundary exhibits, geographical descriptions, metes–and–bounds descriptions, and supporting materials.• Compile, research, and evaluate record boundary information and use the coordinate system, base mapping, and drafting.– Right–of–Way and Property Research:• Research recorded and unrecorded deeds, easements, rights–of–way, licenses, agreements, tract and parcel maps, records of survey, corner records, subdivision maps, assessor records, and other relevant public and private property documents.• Analyze record information to identify property boundaries, existing rights, gaps, overlaps, conflicting legal descriptions, potential access limitations, encumbrances, and other matters that may affect districts’ facilities or proposed projects.– Software Preferences:• MicroStation connect, or equivalent for computer–aided drawings.• ArcGIS Pro.– Title Review:• Review preliminary title reports, title commitments, supporting documents, vesting deeds, and referenced maps for property ownership, legal description, easement, access, exceptions, restrictions and encumbrance information.• Identify and plot title exceptions and other matters that may affect a proposed acquisition, disposition, easement, construction area, or districts’ facilities.– Plats, Maps, Exhibits, and Legal Descriptions Preparation:• Prepare plats, maps, exhibits, and legal descriptions for easements, fee acquisitions, temporary construction easements, licenses, quitclaims, vacations, and other real property transactions• Perform associated survey control, and field surveying for preparation of legal descriptions, and plats.(2) Pre–bid meeting will be held on November 20, 2026. (3) All the questions must be submitted no later than November 30, 2026.
