(1) Vendor needs to provide strategic growth and water supply elements services– Evaluates the City's existing and potential policies that promote strategic growth.– Analyzes vacant and underutilized land, particularly near employment centers, commercial areas, and transportation corridors, for redevelopment and infill opportunities.– Evaluates non–adjacent, undeveloped land identified for future development, including infrastructure requirements, public service needs, and long–term fiscal impacts– Promote efficient, fiscally responsible growth based on local conditions.– Identify opportunities for infill and redevelopment.– Coordinates with local water provider(s) and other appropriate stakeholders.– Evaluates existing water supplies, infrastructure, and future water demands.– Develops water conservation goals, policies, and implementation strategies.– Estimates the range of water supplies and facilities necessary to support anticipated public and private development identified in the Comprehensive Plan.– Assesses water infrastructure needs and provides recommendations to support long–term growth and sustainability.– Prepares draft and final Water Supply Element documents for review and adoption.– Promote water conservation and sustainable water management practices.– Identify future water supply and infrastructure needs to support planned growth.
