(1) Vendor needs to provide blight study services to the government authority located in Commerce, CO. – Conduct a blight study of the downtown area to determine whether it meets the state–defined criteria for blight. • Statutory analysis and criteria assessment:– Deteriorated structures: Slum, damaged, or aging buildings.– Street layout: A predominance of defective or inadequate street designs.– Lot layout: Faulty lot dimensions regarding size, accessibility, or usefulness.– Unsanitary or unsafe conditions: Environmental or structural hazards.• Field surveys and property inventory:– Parcel–by–parcel assessment– Condition ratings– Photo documentation• Data collection and spatial mapping:– Area mapping: Create maps outlining the precise boundaries of the study area, identifying specific blighted parcels, and pinpointing structures that require clearance versus rehabilitation.– Ancillary data: Integrate outside data sets regarding infrastructure deficiencies and economic factors• Stakeholder engagement.• External study services: Review and assessment of external blight studies. (2) All the questions must be submitted no later than October 16, 2026. (3) The contract period will be for one year.
