THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME.The intent of this notice is to conduct market research to determine if sources capable of satisfying this agency`s requirements exist.The Naval Facilities Engineering Systems Command, Mid–Atlantic is seeking eligible small business firms capable of performing construction services for DB P713 A School Dormitory Replacement, Naval Station Great Lakes in Great Lakes, Illinois.All service–disabled veteran–owned small businesses (SDVOSB), certified HUB–Zone, certified 8(a), women–owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry responses to this Sources Sought Notice, the Government will determine whether set–aside procurement in lieu of full and open competition is in the Government`s best interest. All information submitted will be held in a confidential manner and will only be used for the purpose intended.General Work Requirements:The project will be prepared in two–phase package, under one contract.DB P713 A School Dormitory Replacement, Naval Station Great Lakes in Great Lakes, IllinoisThis project constructs a multi–story Unaccompanied Housing facility for A–School students who are required to live on base. The project will provide 308 2+0 modules, capable of accommodating 616 E1–E4 students in the standard 2+0 room configuration (two person per room with a shared bathroom). Proposed construction is concrete framed with masonry walls, sloped metal roof supported by shallow foundations on strengthened soil. Community and service core areas consist of laundry facilities, lounges, administrative offices, housekeeping areas, and public restrooms.The estimated price range for this project is between $100,000,000 and $250,000,000.This is a new procurement. It does not replace an existing contract. No prior contract information exists.The anticipated award of this contract is May 2027.The North American Industry Classification System (NAICS) Code for this project is 236220. Commercial and Institutional Building Construction, with a small business size standard of $45,000,000.If the resulting solicitation is set aside for small businesses firms, it will include FAR clause 52.219–14 (Deviation 2026–O0038), Limitations on Subcontracting.
