(1) Vendor needs to provide professional aviation consulting services to the government authority located in Winnsboro, SC.– Aviation Consulting Firms capable of providing professional airport engineering and planning services– Professional services necessary to support the planning, design, permitting, bidding, construction administration, inspection, and closeout of airport capital improvement projects– Include, but not limited to, the following:• Airport master planning and Airport Layout Plan (ALP) development and updates• Capital Improvement Program (CIP) development and grant planning• Environmental studies and documentation, including NEPA compliance• Preliminary engineering, design, and preparation of plans, specifications, and cost estimates• Bidding assistance, procurement support, and contract administration• Construction engineering, inspection, resident project representative services, and project closeout• Pavement evaluation and rehabilitation of runways, taxiways, taxilanes, and aprons• Runway and taxiway extensions, safety area improvements, and obstruction mitigation• Airfield electrical systems, airfield lighting, signage, navigational aids (NAVAIDs), and instrument approach infrastructure• Hangar, terminal, fuel farm, and other landside facility planning and design• Roadway, parking lot, drainage, utility, and site infrastructure improvements(2) All questions must be submitted no later than July 21, 2026.(3) The contract period will be for one year.
