Description
Request for Express of Interest (REOI) International Procurement Consultant for the PWMP ( Ref. No. PWMP-CS-004) The Government of Lao People’s Democratic Republic has received financing through a credit from the World Bank Loan and a grant from PROBLUE Trust Fund toward the cost of the "Lao PDR Pollution and Waste Management Project (PWMP)" for the duration of six years from September 2025 to September 2031 and intends to apply part of the proceeds for consulting services described below. The consulting services (“the Services”) is to support the Procurement Committee (PC), and the Project Management Unit (PMU) located in Department of Housing and Urban Planning (DHUP), MPWT in carrying out complex procurement of goods, consulting firms, and civil works by ensuring that all procurement is conducted in accordance with the procurement procedures and the procurement plan of PWMP as agreed between the World Bank and the GOL in a manner of economy, efficiency and transparency. In addition, the Consultant will be responsible in strengthening procurement management capacity and provide oversight, monitoring, and guidance of the PWMP’s procurement team. This shall be a part-time, time-based contract for approximately 143 working days throughout 2 years with possibility of renewal based on satisfactory performance and project requirement. The Terms of Reference (TOR) for the primary procurement stage for the assignment can be obtained at the address given below. The Department of Housing and Urban Planning (DHUP-MPWT) now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultant should provide information (CV, Expression of Interest, other supporting information, if any) demonstrating that s/he has the required qualifications and relevant experience to perform the Services. To qualify for this position, the candidates shall meet the following experience and competence requirements: A master’s degree in civil engineering, urban planning, procurement, or a related field. At least ten (10) years of practical experience in carrying out procurements under projects financed by international financial organizations. Strong knowledge and experience with the Multilateral Development Bank (MDB)’s procurement requirements preferably the World Bank’s Procurement Regulations for IPF Borrowers is required. Familiarity with the Lao PDR Law on Public Procurement is desired. Having specific experience in handling the procurement of at least one large-valued contract procured through international procurement procedures under a MDB-funded project, preferably World Bank financed one. Knowledge and experience on FIDIC conditions of contract, preparation of civil works bid documents, bid evaluation including evaluation of post-qualification application and analysis, with strong results-focus and work performance is required. Knowledge and work experience in developing countries with preference from Southeast Asia. Excellent communication skills, including speaking and writing in English. Basic knowledge of the Lao language ispreferable. Good working knowledge of computer programs such as Word, Excel, etc. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 23 September 2026, 16:00 Lao time (submissions via email are also acceptable).
