Vendor needs to provide comprehensive operational review service to the government authority located in Westborough, MA. – Conduct a comprehensive operational review of the office of waste management. – Evaluate waste generation and diversion performance, workflows, staffing and labor utilization, collection and hauling routes, fleet and capital equipment, collection infrastructure, preventive maintenance practices, employee training and associated operating costs. – Provide data–supported recommendations and a prioritized implementation roadmap to improve service quality, operational efficiency, safety, regulatory compliance, environmental performance and long–term capital planning.• Waste generation analysis, benchmarking and KPIs:– Review the volume, weight, and composition of total campus waste, including landfill waste, recyclables, and organics/compost– Compare findings against facility–wide baselines and relevant industry benchmarks• Route and labor optimization:– Review the current use of labor resources and recommend opportunities to optimize labor utilization– Review current pickup and hauling routes for waste, recycling, and compost• Fleet and capital equipment replacement planning:– Develop a long–range replacement plan for all capital equipment and vehicles valued at more than $100,000• Collection, bin and compactor infrastructure:– Review the agency’s service configuration for 165 campus waste and recycling enclosures across the agency.• Preventive maintenance program:– Review the current preventive maintenance program to determine whether the appropriate maintenance activities are scheduled at suitable frequencies and whether the process is being used effectively
