World Bank Loan Project for Emerging Infectious Diseases Prevention, Preparedness and Response in Hainan Province (Global “One Health” Hainan Demonstration Project) Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity Contract Package Six (Contract No.: HN-G-64) Invitation for Bids Date: June 25, 2026 Current Tender Reference No.: 0733-26092916/6 1The Government of China has received a loan from the World Bank toward the cost of the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under the contract for the Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity Contract Package Six (Contract No.: HN-G-64). 2China International Tendering Co., Ltd. (the Procurement Agent), entrusted by Hainan Provincial Center for Disease Control and Prevention (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following goods and related services: Contract No. HN-G-64 Contract Title Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity Contract Package Six Main Types and Quantities of Goods Equipment including full-spectrum image flow cytometry cell sorting and analysis system, confocal microscope system, in vivo animal fluorescence imaging system, and other related equipment and services. For details, please refer to the Schedule of Requirements in Section VI of the Bidding Documents. Delivery Period 90 calendar days from the date of contract signing. 3The procurement under this bidding process will be conducted through the Request for Bids method under the National Competitive Procurement approach specified in the “World Bank Procurement Regulations for IPF Borrowers” (“Procurement Regulations”). All eligible bidders as defined in the Procurement Regulations are invited to participate in the bidding. 4Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the bidding documents from June 25, 2026 to the bid submission deadline of August 11, 2026, during 9:00–11:30 a.m. and 13:30–17:00 p.m. (Beijing Time) every day (except Saturdays, Sundays, and statutory holidays). 5Prospective bidders should pay attention to the provisions regarding eligibility and conflict of interest under Clause 4 of the Instructions to Bidders in the Bidding Documents. Any bidder found to have a conflict of interest shall be ineligible. 6The qualification requirements for bidders include: Business Scale The bidder's average annual turnover over the most recent three years (2023–2025): not less than RMB 56 million. Contract Experience The Bidder shall have successfully completed at least one (1) contract as a supplier within the past three years (from January 1, 2023 to present) for the supply of laboratory instruments or equipment of similar nature and complexity to the products to be procured under this project, with a single contract amount of not less than CNY 18 million. The Bidder shall provide supporting documents that meet the requirements, including at least the contract agreement, acceptance certificate issued by the user, and payment receipt/proof of payment for the supply contract. The copies of contracts attached to the Bid shall, at a minimum, include the following pages demonstrating relevant information: the first page of the contract showing the project name, procurement contents, contract signing date, and contract amount; the page containing signatures and official seals of the contracting parties; and the contact person and contact information of the final user. Technical Experience The offered full-spectrum image flow cytometry cell sorting and analysis system shall have at least two (2) years of manufacturing experience, and at least one (1) unit/set of such equipment shall have been sold and completed its warranty period. The Bidder shall provide supporting documents meeting the requirements, including copies of key pages of sales contracts for similar goods and other relevant documents. Production Capacity Not Applicable. Financial Position The Bidder’s financial position, as reflected in the audited annual financial statements (balance sheets and income statements) for the latest three years (2023, 2024, and 2025), shall demonstrate sustained profitability. The minimum requirement is that the Bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years shall be positive. Cash Flow Capacity Available liquid assets [1. Liquid assets include cash and cash equivalents, short-term financial instruments, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets that can be converted into cash within one year], credit facilities, and other financing resources shall be sufficient to meet the cash flow requirements for contract performance, taking into account the Bidder’s other ongoing contracts: not less than CNY 6.8 million. Litigation History The total amount of any pending claims, arbitration, or other litigation shall not exceed 50% of the Bidder’s net assets. This project accepts bids from joint ventures. The maximum number of members in a joint venture shall be two (2), and either the lead member or another member of the joint venture must meet the above qualification requirements. For other detailed information, please refer to the Bidding Documents. 7.Interested eligible bidders may submit an application for purchasing the Bidding Documents to the address specified in this Invitation for Bids and pay a non-refundable fee of CNY 1,000. The payment can be made by cash or by direct remittance to the account of the Procurement Agent (Account Name: China International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Branch; Account No.: 8110701013102383606). The Bidding Documents will be delivered by post.
